Amniotic fluid is important as it provides an environment for the foetus to grow freely. It is produced by a combination of the placenta and the growing babies kidneys. It allows the baby to ‘swim’ and stretch its muscles thus prepare for life outside the womb.
It is possible to have reduce amniotic fluid. This is a medical condition know as oligohydramnios. It could be due to little production or leakage of amniotic fluid. As you can then imagine there is will be complications to the growing baby if there is too little fluid, like compression of organs or premature birth.
To answer your question. No. It is impossible for a foetus to grow without any amniotic fluid at all.
